کتاب حاضر شامل دو بخش و یک نتیجهگیری است. بخش نخست در چهار فصل به علل و پیامدهای عدم مقبولیت قانون در چهار حوزهی سیاسی، اجتماعی، فرهنگی و اقتصادی میپردازد. در این بخش، پس از بررسی حاکمیت قانون و درجهی حقداری نظام حقوقی، به زمینههای اجتماعی قانون، سازگاری قانون با ارزشهای عام و اقتدار عقلانی نظام حقوقی توجه میشود. در پی همین، اصول چهارگانهی برابری در قانون مطرح میگردد.
در بخش دوم نیز، در چهار فصل عوامل مؤثر بر فساد در حوزههای چهارگانهی جامعه (ازجمله نقش سرمایهی اجتماعی، هویت اجتماعی، نابرابری و انحصار اقتصادی و سازوکارهای علّی فساد و عدم مقبولیت قانون در هر حوزه بررسی و در قالب شانزده قضیهی محوری بیان میشود.
